I bind mounted efivars from the emergency shell to the corresponding location on an arch live usb.
Then I changed root to the arch live USB, and voila! :)

(The screenshot is from after I'd fixed the boot order. Previously the "BootOrder:" entry had only one choice: 0018. The screenshot shows the entries that I have restored)
