Are you running the cups-browsed service? Did you install https://aur.archlinux.org/packages/cups-bjnp/ ?

A wild guess based upon seeing bjnp, but, do you have SANE installed?

Yes! It was a dependency for simple-scan, which I don't remember installing (my printer isn't a scanner), and when I uninstalled simple-scan it stopped all the traffic that occurs when I plug/unplug the USB.
Could this "USB triggered" communication have been the cause of her printer not working? I guess I'll let you know if it gets better.

It's possible that GNOME with simple-scan triggers a rediscovery of scanners (including network ones) when a USB device is attached. I have no idea why it would do that if simple-scan is not running.

Does this happen without simple-scan, but with the sane package installed?

Can you disable snmp in the Epson printer? It might cause the printer to appear offline all the time, but if it doesn't it should stop the interruptions from CUPS. I'm unfamiliar with this approach for a printer, but use it to harden data-loggers.

Is that for stopping the noise on the Epson printer? Because the epson noise has stopped by uninstalling gnome packages. And the Epson noise wasn't the original problem - it was just a clue. But the Samsung is still having errors so maybe it had nothing to do with it.

Can my computer function perfectly fine with no local network traffic? Can I set up a firewall to block myself from everything but the outside internet? Or setup wireshark to monitor for any traffic I send out locally? If I have no outgoing network traffic then does that mean it's impossible to be my fault that the printer is not working? Is this a reasonable approach?

Before post edit: I realized that I may not have restarted my computer between uninstalling simple scan and getting an error page. So I don't know for sure that it's not fixed by uninstalling simple-scan.

Inspect iptables:

sudo iptables -nvL

Block all outbound traffic to the printer

sudo iptables -I OUTPUT -d 192.168.1.186 -j REJECT -m comment --comment "Notmyfault

Check whether it worked:

sudo iptables -nvL

Ultimately delete the rule

sudo iptables -D OUTPUT -d 192.168.1.186 -j REJECT -m comment --comment "Notmyfault

Edit: those entries will not survive a reboot, you've to re-apply them!

My gut fealing was that this problem isn't related to your system.
