but thats still the log where I did the "Section "Monitor"
    Identifier "HDMI-0"
    DisplaySize  800 500
EndSection"

boot messages like grub, loading in to linux messages, and the disk check are all partly out od screen. but when i start a pure arch linux installer the verbose boot and ui of the arch installer is fine too

i don't really understand what you mean with that

Look at the log file. Does it say "DisplaySize" anywhere?

What UI of what installer?
You're probably running nomodeset/VGA and the Tv doesn't overscan.

i don't really understand what you mean with that

What "that"? Overscanning?

what i mean with ui is all the text isnt partly out of screen or off screen

thanks to you helping me understand what overscan is i found a setting in the tv that fixed it! its under settings -> picture -> Aspect Ratio Settings and turn "Just Scan" to ON
