loads fine. Is this reliable (and does it translate to nouveau)?

I mean, when you boot w/ that delay 1000 times, does the nvidia chip get successfully probed 1000 times?
And does it also worg w/ nouveau instead of nvidia.

I'm pretty sure that this /is/ a power issue.
You've no battery as buffer and w/o it the system can probably not provide current or voltage to supply all the stuff that's going on during the boot.
By dragging the boot process out, you give the system enough time to prevent power demand spikes.
The question would be, how to get to an acceptable workaround (unless you can provide the system w/ a battery)

I think issue is somehow in a cheap adapter from european to british connector that do not give me enough voltage, maybe i shoud buy british cabel for my psu?

also tried lubuntu yesterday, same problem with nouveau (ffffff), so I do not have any other idea, bcz when i was in poland everything worked fine (I’m ukrainian refugee)
and I didn’t had any batery in Poland as well

I can't really speak to the UK mains system or the adapter - but the symptoms smell very much power related and *could* be down to the missing battery and a race condition.
You could maybe borrow a better adapter one or indeed try a BS 1363 / IEC cable. If the AC adapter has an IEC connection. If it's proprietary, this could become a hard to find item
