In other forum I read that NM and systemd-networkd can be work together.

Anyway problem with incorrect dns server address in NM kde applet not related with joint work NM/networkd but related with NM or plasma upgade (in older versions dns server in applet was right)

Either "other forum" spilled bullshit or you skipped over some relevant details.
Theoretically, they can.
As long as you ensure that each controls a separate group of NICs.

The problems start when both try to control the same NICs, which by default will happen, and then they trip over each other.
Even if unrelated to the KDE situation, it's an insane setup. Fix that.

how can I automatically apply DNSOverTLS and DNSSEC for connection without networkd? networkmanager support only DNSSEC but not DNSOverTLS

By using networkd and not networkmanager - if it was true.
However this is a feature of resolved and vastly off topic here.

JFYI: The issue is solved for me with NetworkManager-1.42.4 (at least on openSUSE Tumbleweed).
