So I have the same problem with the libdav1d package on Manjaro and discovered that it is because none of the mirrors I use is updated with the latest dav1d package, ie https://archlinux.org/packages/extra/x86_64/dav1d/, it only have dav1d-1.2.1-1-x86_64.pkg.tar.zst, but the doc is updated (ie dav1d-doc-1.3.0-1-x86_64.pkg.tar.zst)...
Do not really know what to do with that information to be honest... Should I just wait or is it something that have gone wrong when they released the project? It should not be that because it is correct on the Arch package page. Maybe Manjaro have missed something? Honestly, have no ideea.
If you want to check one of the mirrors out, take a look at https://mirror.zetup.net/manjaro/stable/extra/x86_64/ and search for dav1d.
Edit:
Worth noting is that I have tried to update my mirrors with
sudo pacman-mirrors --fasttrack && sudo pacman -Syyubut the problem remain, seems like all Manjaro's mirrors have the older version of that package since everyone I checked in that list use the 1.2.1-1 version.

This is obviously a Manjaro specific issue, so go complain to them. Manjaro is not supported here.
