You can keep hdparm and iw, they're maybe not in direct use by an explicit package but useful to have around.
The more interesting question however is whether the rodent remains w/ tlp (check your journal on occasion to ensure it's really gone and the the ata power states don't show up either)
If we can pin this on TLP, we can focus on fixing its config.
