I meant to print the fc-match output, but as mentioned: doesn't look to be the font anyway.
Since it's not the locale and with progandy's winehq link, this is probably not even a wine issue, but those binaries will imply Win7 and you'll be better off trying the alternative source.

As mentioned in the winehq link, it should be possible to copy the contents of the mui file of your chosen language directly into the game executable with resource hacker to get it working.

Otherwise you could also try to compile your own wine version with support for those multi language files or try to work to get those changes upstreamed. Edit: Those change will still require some manual copying of your chosen language file next to your .exe
