Well the key bindings setting is a bit hidden and the myriad of options you have there potentially weird to wade through (though it should contain everything xkb exposes rulewise afaik). Sorry I didn't see/chime in here earlier could've probably saved a bunch of time. ,

Anyway it was very useful to me to get acquainted with this system.
Also KDE settings not works in SDDM(at least in my case) and I still need to use 00-keyboard.conf which I knew nothing before Seth told me.
So you appeared just in time smile

wow, that solution is akin to removing glands through colonoscopy!

All you need to do is in System options -> Keyboard, set "NONE" as Change layout shortcut. Then go to "Key bindings" as it is now called, and in "Switching to another layout" select Caps-lock.

That's it. Caps now switches input languages, and shift-CAPS activates/deactivates caps lock.
