Not sure what you want me to do with vkcube, it doesn't seem to output anything in the console.
I would prefer not to install firefox. I do have Waterfox through.
I've plugged my other monitors back in and disabled them through KDE.
Switching to 60Hz hasn't made an observable difference yet, I will leave it like this for the time being.
In nvidia-settings the display device settings for my monitors all have "G-SYNC Mode Available: None" and "G-SYNC Mode Enabled: No". I see no options for VRR/GSYNC in the display configuration for my only enabled monitor, even in advanced mode.

Possibly relevant, when I type nvidia-settings in console I get this before the window opens:

CRITICAL might mean something.

I'm trying to figure what causes this strange behavior.
Afaiu glxgears works fine alone and only degrades when running librewolf and then the occlusion becomes relevant.
So the idea is to substitute librewolf w/ some other hardware rendering clients and see whether there's a pattern (vkcube standing in for vulkan users)

CRITICAL might mean something.

That's GTK noise. It means something but writing that might get me banned lol

Does nvidia-smi reflect that w/ changes in the P-States?

But otoh, KDE is like a dozen GL contexts and glxgears is extremely trivial.

Rebooted and my monitors were re-enabled. Had to disable them again.

After a failed attempt to get glxgears to start at ~60fps, I asked myself "what if this has something to do with temperature?" So I launched psensor and realised my cpu was above 80C. After letting it cool to around 52C I ran glxgears again, and got these results, this time with my second konsole window in the top left corner and psensor in the bottom left:

What sorcery is this? Moving my cursor while this was running made it apparent I wasn't getting those results outside of glxgears. I think I might have figured it out. I noticed that the nvidia-smi shows P8 when the framerate is slow and P0 when it's smooth. I checked Nvidia Settings > Powermizer and noticed it was showing me this change live. I promptly tried this solution, which prevented my system from booting past the point where it reaches the graphical interface, on account of the fact that I didn't read the instructions properly.

I've gone back to the old snapshot, and with the 535 driver I haven't seen the P-State change from P0 since. I'm going to see if running Satisfactory (the most graphically intense game I've played on this driver without issue) affects this (and probably sleep) before I update my drivers and try that fix again.

I wasn't able to get a stable framerate at all between my last glxgears test and the timeshift rollback, so I haven't been able to test it with other browsers. Hopefully I won't need to.

I'd already done a bunch of things before your last message:
- Running Satisfactory doesn't change the P-State before upgrading the drivers
- After updating my drivers I tried this. This is actually slightly incorrect for desktop users. "PerfLevelSrc=0x3322" is for laptops. For desktops it should be PerfLevelSrc=0x2222. This stopped the P-State from changing, but I was still dealing with kwin crashes and lag when opening new windows.
- After this I set Sync to VBlank off in nvidia-settings. This significantly improved framerates when opening and using programs launched after this, and video playback worked again with some issues - framerates tanked like when I opened my browser before changing that setting, but only when playing video. Also the audio and video still noticeably stuttered while playing a short music video, but only once at around 3/4 of the way through.
- Now that my system is usable with the updated drivers, I decided to check how a wayland session runs. I'm not dealing with the kwin crashes over there, but as the fixes I made were x11 specific it was still slow. Also it closed the logout prompt every time I opened it, so I had to reboot to get back to x11.
- I believe that my main problem now is that without disabling Sync to VBlank by default, I'm dealing with a bunch of programs that were launched with that setting enabled - I think those are slowing my system down. To that end I tried this guide. After doing this Sync to VBlank was still enabled and one of my monitors stopped working, so I rolled back to my old snapshot.

All of this was done with 3 active monitors at 60Hz. Now that I've rolled back I'll try what you asked. I'm not sure why nvidia-persistenced is enabled, but it rings a bell. Might be connected to something I've tried and failed. Disabling coolercontrold is gonna make my computer sound like a jet engine, but I'll give it a go.

So limiting the frequency range as in the other thread instead of forcing the performance mode doesn't work for you?

__GL_SYNC_TO_VBLANK=0 is an environment variable, you'd typicall export that in some /etc/profile script and I'd assume that nvidia would honor that for wayland clients as well - not sure about the compositor, though.
