I have got fully working minimal WMs, in fact, I just got my awesome wm fully working yesterday as well. However, minimal wms still lack the convenience of complete windows environments, to name a few, auto mounting USB has to be manually modified through HAL rules, D-BUS session also needs to be started explicitly, laptop special keys also required special attention whereas in KDE and Gnome, they work out of box.
Automounting has nothing to do with your desktop enviroment, it's handled by HAL exclusively. Also, doesn't matter if you use a DE or not, you always have to load HAL on daemons. And no, you don't need to call Dbus explicity because HAL loads Dbus as well. For laptop special keys, yes, you need to configure them with a .Xmodmap file.

In the index.theme file add a line
Inherits=Tango
or append Tango to that line if exists.
