In urxvt, that's xft:Bitstream Vera Sans mono:pixelsize=10.0:antialias=true.

In gtk, that's Bitstream Vera Sans 8 at 90 dpi.

How do you port Windows icons like that to *nix, anyway? I see a lot of that, but don't see how it could be done without intensive effort... Does icon-slicer do the trick or something?

The font is terminus.

I actually found those arrows by accident. In URxvt, hold control and hit shift... release both keys and then hit one of the arrow keys (including the bottom right enter key).

Or you can just C&P them from here (hope this works);

←  →  ↑ ↓ ↵

Edit; I uploaded my weechat configs here http://github.com/Pnevma/config/ (Only works with weechat-git).

Such a comfortable window manager! I didn't "place" anything for this screenshot; the only "window management" I did myself was to press Mod4+l to create the second column you see on the right. Things are just where they should be autonatically.
