He's not using Gnome, he runs Openbox just as it is. It's not too hard to setup up, just read the wiki.

The bmpanel runs on images you can create or download pre-made themes, to your own desired way. I think he uses the Arch theme there, which you can download at the main site.

No, i'm not using a Graphical Environment (GNOME, KDE and others), just Standalone Openbox and standalone Apps and daemons. I "builded" it, step-by-step to achieve that look and feel. But it's pretty easy to setup
The panel is BMPanel, with a Arch theme, downloaded from BMPapnel official site.
