those other files in the form "??-*.rules" were probably from other packages but still proper (and needed).

that udev-bak/rules.d/udev.rules was probably the sole reason for the problem - as reported in the 12th comment in this thread

Funny, i ran into the same problem last week.

I still have this /dev/udev/rules.d/udev.rules file In /dev there are no tty files but:

  crw-rw-rw- 1 root tty  5, 0 13. Mär 21:12 /dev/tty
  -rw-r--r-- 1 root root    3 13. Mär 21:13 /dev/tty[0-9]*

I changed the /dev/tty1-6 lines in /etc/inittab to /dev/vc/1-6, and the console login worked again.
