The chart never implied that IRC can't be helpful, only that one might encounter less-than-friendly responses. The IRC community is quite different from the forum community in my experience, but maybe that's changed.
It says slim chance you will get help, but that is not my experience or observation. #archlinux is very helpful and has a very high rate of problem resolution, just not in that friendly of way. I would go so far as to say they are one of the most helpful places on freenode that I have been to, and I have been to a lot of help channels. That said, it also contains a lot of the more critical people on freenode. >.>
