For a while now I'm having a strange issue with my Arch Linux installation on my PC that I haven't seen described anywhere before (what I did find was mostly related to mouse gestures which I don't use).
The following happens:
When I boot up my PC and log in, I can see and move the mouse pointer just fine, but it doesn't appear to change properly like it should (like when moving over a window border, or over text in konsole). No mouse-over effects appear when moving the mouse over the X-button to close windows, or on notifications, or when moving it over icons in the panel at the bottom of my screen.
Instead, it looks like the mouse pointer is "going through" application windows. When I move the mouse over the top of the Steam window, I can see icons on my Desktop getting highlighted like if the Steam window wasn't even there.
Mouse clicks don't work at all. They do get registered, but not by the application the pointer is over - when I click on the konsole window, it loses focus. The clicks don't appear to get registered by the Desktop either, they just seem to go nowhere.
What is really strange is that the Launcher menu doesn't work either. I can't bring it up with the Windows-Key on my keyboard. ALT+F2 still works though.
So far I know this:
* It's not an issue with the mouse itself - it appeared with my Sharkoon Drakonia Black, and with the Cyborg R.A.T.3 I'm using right now
* I can almost always "fix" it by re-plugging the mouse - the first time mouse-over effects start working, the second time clicks start working
* Sometimes it requires re-plugging more than twice
* It doesn't appear to be an issue with the USB-port, I can re-plug it in the same port and it starts working. The mouse is currently plugged into the Logitech G19's port, but it also happened with the Drakonia plugged directly into the PC.
* The mouse events (movement and clicks) appear in evtest (this is what makes me suspect it's a KDE issue)
* It does not appear on my laptop (using the touchpad)

My laptop is a ThinkPad t440p (Intel GPU) also using Arch Linux (with vmware kernel module) with KDE on Wayland. It also auto-starts Nextcloud and syncthingtray, but not Steam (it's installed though).

A bit of time has passed now, and I have a few bits of info more.
* The Plasma 6 upgrade seemed to have fixed it on my first reboot, but it may have been a fluke since it happened again later
* Removing steam from autostart didn't change anything
* For the first time it happened today during gaming - I ran World of Warcraft, and suddenly couldn't use keyboard shortcuts or the Windows key, and the cursor didn't change when hovering over other windows, but everything still worked fine in WoW
* mouseover effects actually already start working as soon as I unplug the mouse, not when I plug it in again
This is a very weird issue, and I don't have a good idea how to track down the cause of this problem.

I encountered a similar bug when using Xorg with compositor active and windows were offscreen, mouse pointer and mouse clicks were "offsetted".

Are you under xorg? Does it change if you switch compositor off via ctrl alt f12?
Anything different if you switch to wayland?

That doesn't look related to me - I'm on Wayland, not X11, and I don't have any offscreen windows.
I did some more experimenting though, and it appears that:
* It doesn't happen on KDE on X11, only on Wayland
* The mouse clicks don't appear to go to a different monitor, they just seem to disappear
* It only happens when I don't move the mouse on the login screen - I usually only type my password and hit enter
I have three identical monitors, and at first I thought that, because the monitor order appears different in sddm than in KDE, it might be an issue where the events somehow go to the wrong screen, but the location of the mouse pointer doesn't matter - simply jiggling the mouse a tiny bit seems to prevent the issue.
Not moving the mouse in sddm can't be the only cause though, that couldn't have caused it while I was running WoW.
I wish there was a way to somehow trace the input events' path through my system, but so far I haven't found a way to do that.

No, the entire system is affected. Nothing that should react to the mouse hovering over it (X-button on notifications and windows, selecting text in konsole, window borders, launcher icons...) actually does, nothing is clickable, and not even pressing the Windows-button on my keyboard to bring up the launcher menu works. The entire desktop is unusable until I unplug my mouse, then stuff starts working (hover effects appear the second I pull the plug!) and I can plug my mouse back in again - sometimes only the X-buttons start working but the start menu and icons still don't, then I repeat it until everything works.
I initially suspected steam (from the repos) because having it automatically start it was one of the differences between my desktop PC and my notebook (everything works fine on the latter), but I checked and it doesn't make a difference.
My latest suspicion was that somehow sddm triggers this, and I tried having sddm itself run in Wayland mode, but that also didn't change anything.
Logging out and back in doesn't seem to re-trigger the issue, but rebooting does. It also once happened while I was playing World of Warcraft - everything worked fine in the game, nothing worked outside, no start menu, not even the cursor changing properly.

The game doesn't grab the mouse though. But even if it did, afaik that would not explain KDE's launcher not reacting to the Windows-key. I don't believe it's a separate issue from the one I'm having on login because the symptoms were identical.

Nope. Like i described above, the issue happens with both mice (both wired), on multiple USB ports, with using the G19's USB hub and without. evtest shows the mouse events properly.
I'm almost certain I can exclude a hardware malfunction at this point.

I think i have a similar issue (kde6/wayland).
Most of the time, on Intellij if i have more than one window open, one of them is not taking the mouse clicks.
The focus is on the window, but the clicks are taken by the other window on the background.
Not sure if this started with kde6 or with wayland switch.
