I cannot find the usb device in /dev

Hello,

I have an external hard disk which is not recognized (both by windows and linux). I want to use ddrescue, i may be able to save the data but i do not know which is the right path for the device

What should i do?

I'm going to say, if Windows and Linux don't pick it up, the drive may very well be dead.

If it does work, it'll be /dev/sd* or /dev/hd*.

try plugging it in while running and then execute "dmesg" to see whether the kernel see's a usb device at all. It will tell where it put it. Maybe it's the USB chip thats broken then your best bet would be removing the drive from the ecnlosure and putting it into the PC (this should be easy for 3.5" devices but  might not be doable for smaller ones)
