How can I make my gnome panels look like this?
I tried changing the background and font colours but it doesn't look right, and also the menus stayed the default grey. How does Ubuntu do it?

I want to keep clearlooks, I don't want radiance, so I don't need that first package. But after I get the icons, how do I change the panel? I'm talking about the dark gradient on it (and the menus) with the light text.

Afaik the panel is themed after your GTK theme. If you use Clearlooks, your panel would end up with a light background and blue selection.

Well when I activated the ambiance theme, it did not change the gnome panel (even after killing gnome-panel). Also the ambiance theme from gtk-theme-light has really ugly Windows 98-like UI elements. Is any way to get the ubuntu panels while keeping clearlooks (not that it works with the ubuntu theme either...)?
EDIT: installing ambiance-theme-ubuntu from the AUR changed the panels... So how do I go about making a custom theme with clearlooks + ambiance panels? This could get kind of complicated because I don't want application menus to be dark. I tried setting the controls to clearlooks, but that changes the panel too.
So anyone else that wants this, just install ambiance-theme-ubuntu and use it as it was meant to be, windows panels icons and all (except for the ubuntu logo ). The only problem is that annoying compiz bug with the gaps between the charcoal colored menu to make it seem like it's merged with the titlebar.

Sounds like you haven't got the proper theme engine installed. Make sure you've got murrine installed properly. If community's gtk-engine-murrine doesn't work, maybe try the git package in aur http://aur.archlinux.org/packages.php?ID=25649
