Xmobar Hidden in Xfce

I'm trying to get Xfce to work nicely with Xmobar but they don't seem to get along well. I have everything set up but for some reason, Xmobar is behind the desktop. The space where Xmobar should be is still there and windows avoid it. I even switched to dzen2 and it showed up perfectly, right where it should be. It just seems to be an issue with Xmobar rather than my Xmonad config.

Has anyone experienced this before with Xmobar? Is there any way to force the desktop to be below Xmobar or else make room for it?
