Fonts looking ugly and lots of GTK warnings in specific application

Since a few years the Dutch treasury provides a tax program that runs in Linux. And every year I ask myself: why does this application look so ugly? Is it a GTK1 app (could be, considering the Motif-ish look of the scroll bars and the absence of anti-aliasing)?

It also spits out lots of messages like these to the console:

Gtk-WARNING **: gtk_signal_disconnect_by_func(): could not find handler (0x85B07A0) containing data (0xABA9948)

Luckily I'm only obliged to use this program once a year.
