This is annoying. I am having this issue where every 25 seconds, alt seems to be pressed. This only affects openoffice.org applications, as alt will bring the file menu up. As you can imagine having to close this every 25 seconds can get a bit frustrating. I checked, and it's not the keyboard, I unplugged it and it still occurred. I am left wondering what is happening. I use the latest packages on an x86_64 archlinux system.

Well, there are apps that can simulate key presses. Do you have one of them being triggered every 25 seconds?
What kind of cron jobs do you have running? How about the at daemon?
If you check your processes, do you have sleep running alot? Any weird scripts that you don't recognize?
When did this start happening?
How long has this been happening?
What changed?

Hmm.. No cron jobs. Doesn't look like it. Nope. This started happening yesterday. Only yesterday and today. Just this, nothing else.

Maybe you have a machine with weird proprietary firmware like my Dell Inspiron.
It will fire off a keypress event [E00Dh] every few seconds if I try to use an adapter the firmware doesn't approve of.
