Why would I need to enable nomce at boot?

I can't boot into my distro, or any livecd without adding nomce. This computer is a laptop I found on the side of the road next to a "free" sign. There were a few livecds that I was able to boot into with, but they had older kernels. This is an old laptop (actually a tablet) from 2005 (I think) with 512mB of ram. Why would I need to add this to my boot options? I'm curious as why it does this. Does anyone have any suggestions? I would like to remove this as my USB ports aren't working, and I think adding nomce stops linux from recognizing them. Could I enable some kernel options and compile a custom kernel to fix this? Help appreciated.
