Problem chrooting into gentoo stage: cannot access internet????

I want to have a try on gentoo by chroot. I downloaded the gentoo stage and chroot into the root directory. Then I found internet is not available, when I try to ping something, it returns me such strange messages:

ArchlinuxPC / # ping 8.8.8.8
ping: icmp open socket: Operation not permitted

What does this message mean? How can I fix it?
