Please explain about .bashrc

Hi.
Do I understand it correcly?
When booting bash, Arch first searches for ~/.bashrc and if it doesn't find one, it looks for /etc/bash.bashrc to get everything that comes in file?
And what if system has both of them?

Please have a look at the INVOCATION section of the bash manpage for the bash specific behaviour.
From there you can follow the path through the files /etc/profile, /etc/profile.bash and /etc/bash.bashrc, whose contents are arch-specific.
