I have read in several places that unloading the module that controls a peice of hardware can save battery life (in this case, "turning off" the webcam on a laptop). Is there any particular way to do this if the module in question is compiled into the kernel, or is the webcam always "on" and sucking battery no matter what I do?

If the webcam is internally connected via USB (lsusb), try activating usb autosuspend. Or if possible, deactivate it in the BIOS or with some button.

How would I go about the usb autosuspend? And can I do that after the kernel is already running?

Powertop has the ability to turn on autosuspend, so do the laptop-mode-tools. Just do a little searching and you'll find out how this works.
