I never tried this before, so I am completely lost on how to do this, if I can with it being encrypted.
I have Arch x86_64 installed on a 150GB SATA. I have two partitions. One is an ext2 /boot and the second partition is an encrypted LVM.
What I want to do is clone Arch as a back up on 1 300GB SATA and then copy it back to the 150GB one if I ever need to. I know this can be done, but I wasn't sure with the encryption, lvm, etc.
Can something like Clonezilla do this safely? Or is there something better?

Well after doing some searching I am not finding anything. So I am guessing no I can't. It was worth asking anyways.

I see no reason why you could'nt clone the partition like any other. Any sector-specific method (not filesystem-specific) should do it, e.g. "dd if=/dev/sda2 of=backup.img"
Just don't forget the partition layout and boot loader.
