are there any rar archive tools in arch?
i know unrar exists in linux (http://www.die.net/doc/linux/man/man1/unrar.1.html), but i cant seem to find any rar tools in arch itself!!

[root@rotvogel ~]# pacman -Ql rar
rar /usr/
rar /usr/bin/
rar /usr/bin/rar
rar /usr/bin/unrar
There is a package rar in the arch -current tree. pacman -S rar will install it.

ahhh damnit
i did a pacman -Ss rar but it had too many entries
so i did pacman -Ss archive
also looked on the web page and couldnt find it... heh.. oh well...

You have to pay for RAR.
which is why its available completely free via pacman, and its also the reason why it's free on windows too.
