Openoffice Base cant connect to embedded database

Hi, I have openoffice installed on this machine and I am going to use Base for the first time, I go ahead and create a new database, and I am greted with the following error:

Error code: 1000

The driver class 'org.hsqldb.jdbcDriver' could not be loaded.The additional driver class path is 'file:///usr/share/java/hsqldb.jar vnd.sun.star.expand:$OOO_BASE_DIR/program/classes/sdbc_hsqldb.jar'.

What can be causing this?

EDIT = I think this should be a bug, because if I didn't change any settings then thats default behaviour for the application.

I will file a bug report if this is a bug but I wanted to ask first here before doing it, maybe its not a bug but a misconfiguration somewhere
