ati radeon hd 4650 causes unresponsive system/keyboard

well i got a VGA ati radeon hd 4650 and had it replace my nvidia geforce.i installed ati-utils and whenever i put my  VGA card in its slot and turn my comp on it never shows bios or anything and it keeps the cpu fan spinning on high and causes nothing to function like capslock/scroll lock and whatnot.
I thought if i might not have a good enough psu that the system would auto shutdown or not boot up but it seems it just locks up.I wanted to know if i would need an upgraded powersupply or something else.i have enough ram to support it.

Did you pluged in the pci-express 12v cable? ... if it has it...

And what power supply do you have (watt's?)

Your pc isn't doing POST. So you have something thats not well assembled.

i have im pretty sure a 300-350 watt psu and i did plug in all the cables and it is functional.but ya it didnt show bios/anything.

right now im swapping computers/hard drives and so the computer it worked on is going to be swapped as it belonged to a family member.the original comp the gpu was in had a 450watt psu and its slightly better than mine so glad to swap it.not so glad to do a complete arch install lul.

Incompatible motherboard with hd 4650.
Can you write the exact mobo name?
Can you write the exact HD4650 name? AGP or PCIe?
