need to install packages with no net access - manually update pacman?

I am building an arch box without net access (black out for a few days).  I have all the needed packages in another system's /var/cache/pacman/pkg which I will place on a USB stick for the new system which I'll build from the latest Arch core-x86_64 ISO.  My question is how can I manually update pacman's files (databases or whatever)?  Is it as simple as browsing out to a repo and downloading a tar.gz for core, extra, and community and manually extracting these files to the new system?  Basically, what are the steps that a pacman -Syy does and can I manually replicate them for this purpose?

Details to accomplish this would be greatly appreciated.

There have been multiple threads on this in the last few days....

Essentially, extract the repo files into /var/lib/pacman/sync/
