We're trying to make a touchscreen able to rotate, it's perfectly possible manually but the problem is we always need to restart X to be able to use the rotated settings. Is there a way to update the settings of xorg to the X server without having to restart x?

man xrandr

How are you doing it 'manually'? What command do you use?

I won't be completely sure of this until i return to the whitespace but i believe they do it as follows;
We made 4 different xorg files with the settings for the touchscreen included.
every time we want to rotate, we rename 1 of the settings file to the default(, and the default to another ofc) and then restart X.
