metacity compositing-manager and gnome-panel problem.

By default metacity will not enable its own compositing-manager.
After enable it, we can see some effects, eg. shadow of a window.

And the problem is:

The first time when compositing-manager is enabled, we can see the effect of gnome-panel.
after logout or reboot, the effect of gnome-panel disappears. but other windows is OK.

I find metacity runs before gnome-panel.

So how to fix this ISSUE?
