Or some that have features that make easy to add this feature?
I plan to use it for talking with gtalk contacts.

afair mcabber can send specific commands on specific events. You'd have to hack it together by yourself, but I think this might work. Or maybe it does already have a plugin for that purpose.

I'm using weechat (with bitlbee for gtalk, in addition to normal IRC) with the lnotify.py script and it works just fine. I use statnot, which works the same as any notify-send compatible notifier, and the developer added an option that would allow the messages to be shown directly instead of in a queue so I will only see the most recent message instead of having a pile of notifications built up (since statnot displays in my dwm status bar directly instead of pop-up notifications).
