I have got this problem that when KDE starts up, most of the time (but not always) Klipper, Volume control and Network manager tray icons do not appear in the panel.
In addition to that, none of "leave" commands in kick off application launcher (i.e. log out, restart, ...) work and the only thing I can do is to kill the X server.
most of the time when I kill the X server and log in again all the tray icons will appear in their place and log out, restart, ... in kick off application launcher work without any problem as well.
I have checked the log files but there is absolutely no error message which makes me really confused what goes wrong.
any idea?

What method of starting KDE are you using? .xinit, inittab+kdm or kdm as daemon?
Edit: If using xinit, are you using ck-launch-session before startkde? Have you tried using KDM with same results?

initially I was using kdm as daemon,
I removed kdm from daemons and uncommented
x:5:respawn:/usr/bin/kdm -nodaemon
in inittab,
same problem with both methods

Yup, I'm using .xinitrc with "exec ck-launch-session startkde" to start.
I did not try out kdm because I don't use it at all after getting burned after forgetting to recompile radeon-git after a xserver upgrade. I had to !kdm in rc.conf blindly as my display screwed up whenever X started. Even failsafe didn't matter since my display screwed up whenever X began, but I digress as it is neither here nor there.

For the suspend actions to be available, you should run kdm, and i believe powerdevil should be installed and running. You could look in /var/log/kdm.log for information.
For startup applications, check that you have the required files in /usr/share/autostart, and that they are not hidden by overrides in ~/.kde4/share/autostart or ~/.local/share/autostart.
You should be able to force them to start by placing copies of the .desktop files in the latter location, if nothing else works.
