Why so few (none?) packages have changelogs?

Pacman supports package changelogs (via pacman -Qc ...), but very few (if any) packages seem to provide it. I think it would be very useful and desired at least for crucial packages, e.g. kernel. In some cases  it could be extracted from the upstream changelog (e.g. http://www.kernel.org/pub/linux/kernel/ … -2.6.37.5).

Is there any reason that changelogs are not really provided by Arch packages?
