I'd like to build 2.6.35.11 (currently the most advanced LTS on kernel.org) and am using the config file from 2.6.35.7-ARCH as a starting point. How can use this older config as a starting point, some how seeing what's new since 2.6.35.7? I thought "make oldconfig" did this, but I was mistaken.

You weren't - that is precisely what oldconfig is designed to do.
If there have been no config changes between .7 and .11, oldconfig will not present any options.

make oldconfig is the proper way to do this, and since there wasn't any output there probably haven't been any changes in the configuration options.

I'm not sure if it's kernel policy, but usually there are no config changes in 4 point releases. I suppose an extra config option would mean an extra feature, which would have to wait for the next 3 point release.
