Vostro 3700 freezes hard when on battery

When I unplug, after a random amount of time, anywhere from 60 seconds to 10 minutes after boot, the entire system locks up. I can't switch TTY's, I can't use the magic sysrq keys, nothing. I had this problem on Ubuntu 10.10, and the temporary workaround was to install pm-utils 1.3. My main question is this: where can I go to report this bug upstream? Or is there some other, more elegant way to fix it, seeing as it essentially renders my laptop completely useless when using Arch.

What flavor laptop?
What chip set?
Which Kernel?
Any particular Desktop Environment?

Any clues in any of the logs after reboot?

Sorry, should have been more specific.
As mentioned in the title, it's a Dell Vostro 3700, specs as follows:
Core i5 2.4 GHz
4 GB DDR3 1066
500 GB 7200 RPM HDD
GeForce 330m 1GB
No hybrid graphics.

Kernel is the latest 2.6.37, desktop environment doesn't matter. Happens on Gnome, KDE, XFCE, LXDE, and Openbox.

Bump. I really don't mind having to install pm-utils 1.3, I just don't know how. That was the workaround on Ubuntu.

Well, I fixed it, but it's not exactly the best of solutions. I installed pm-utils version 1.3.1 from the freedesktop website, and so far that seems to have fixed it. I'd rather have fixed it without having to downgrade, but I can live with this.
