When I press the sleep button (Fn+F4 on my Thinkpad), it no longer generates ACPI events. Unfortunately, I am unsure how long this has been happening, so I cannot trace it back to a specific upgrade. If I run acpi_listen and press Fn+F4, I get the output
ibm/hotkey HKEY 00000080 00001004
on the first button press, and nothing on subsequent button presses. After about a minute or two, I can get the same event to fire.
So the problem is two-fold. 1) I am expecting button/sleep, not ibm/hotkey, and 2) I am expecting the event to fire on every button press, not only on one button press per minute or two.

Turns out that the module thinkpad_acpi was running and, presumably, conflicting with the kernel acpi support.
