One PC as two PCs?

There is this option in Linux you can run by alt + function key to use two sessions at once and I was thinking if you can run them independently at two different screens (first question) and to use them with two different sets of mouse and keyboard almost just as two computers (second question)? That was the possibility I was always lacking of... you know, I have only one PC and two people at home who want to use it, almost always in the same time!

You can run two sessions on separate screens, but how do you set up 2 mouse + kdb sets - I don't know.
You can buy a used PC for about 200 zł. - it won't be a multimedia powerhouse but it should work.
