What's wrong with my swapiness?

I have read documentation
https://wiki.archlinux.org/index.php/Ma … Swappiness
and changed my swapinnes settings to:
vm.swappiness=10
vm.vfs_cache_pressure=50

I have 2GB ram. On Ubuntu, with same setting vm.swapinnes Ubuntu goes swapping around 1700 MB of used RAM.
Same settings on Arch and he starts swapping about 1100 MB ram.

What I'm doing wrong?
