I've got this problem and accidentally found the answer. So I wanted to leave a record for other people that might encounter this bug and I want to know if someone else is experiencing, has experienced or can reproduce this problem, so I can create a bug report. I don't want to make a bug report unless it's clear that it's a bug.
The problem I found is this:
1. The installation of Arch was very recent.
2. I only installed the KDE 4 desktop environment.
3. Configured KDE 4 to start up in 'netbook workspace' mode.
4. After logging in, try to lock the desktop, it doesn't work.
5. Start 'krunner'.
6. Try to lock the desktop again, now it works.
The solution for this problem is to simply enable the 'krunner' service on startup, in the configuration section 'Startup and Shutdown' of the KDE 'System Settings'.

I didn't. I was trying any way I could to trigger the locking. I knew that KRunner had many execution and search options, so I wanted to try that. First the keyboard shortcut wouldn't work, and I found that kind of strange. I executed krunner manually, so I could get the krunner dialog to show up and then I found out that it would lock if triggered from within krunner. (And a lot of searching afterwards why it wouldn't work anymore, and I found out that krunner is the missing link.)

Might I suggest someone who has the problem post a bug report? I am not currently using KDE, so I cannot really do it myself.
