E17 always creates folder ~/Desktop on login. How to disable it?

Each time I login, E17 will create ~/Desktop or its localization automaticaly, if that folder does not exist . This is really a bit  annoying to me.   

At first I thought this might be related with xdg-user-dirs. So I modified both /etc/xdg/user-dirs.conf and ~/.config/user-dirs.conf by setting 'enabled=False', but that did not help.

Is this behavior enfored by E17 itself? Can it be disabled ?
