USB 1.1 issues

I have a USB 3 external enclosure that is supposed to be fully compatable with USB 2 and 1. While it works fine connected to a USB 2 ports on my laptop, my old Pentium 3 server has a couple of old USB 1 ports, which it doesn't seem to work with despite being USB 1 compatable. This is the output from dmesg:

usb 1-2: new full speed USB device using uhci_hcd and address 6

usb 1-2: new full speed USB device using uhci_hcd and address 7

usb 1-2: new full speed USB device using uhci_hcd and address 9

hub 1-0:1.0: unable to enumerate USB device on port 2

Any clue what the problem is? I can't tell if it's a hardware or software issue.

Perhaps the ports provided by your computer are current limited too low to permit the USB device to be recognized.

You may find that they will perform if you use a powered hub on those 1.1 ports.
