Can't connect RFCOMM socket: Connection refused

I am trying to use my mobile as bluetooth modem but I am stuck at the initial step.

shadyabhi@archlinux-N210 ~ $ rfcomm connect 0
Can't connect RFCOMM socket: Connection refused

My rfcomm.conf:

rfcomm0 {
# # Automatically bind the device at startup
bind yes;

# # Bluetooth address of the device

Guyz, please help me solve the issue. I have tried googling but no luck. And I already have my laptop as trusted devices in my phone.
