nvidia coolbits max overclocking different on every boot

Hi there, I use nvidia-utils with coolbits enabled to overclock my nvidia graphics card. Usually if I do oc the graphics card I set the memoryclock slider for example to 1230Mhz, but sometimes nvidia-utils only accepts for example 1200Mhz. The slider then gets reset to the last value nvidia-utils accepted as soon as I click on apply. Same with the GPU slider.
Again, I'm not saying "I set my card to run at high rates and now my system is unstable", it's just that sometimes nvidia-utils lets me set higher clock rates and sometimes lower clock rates and I don't get why.

This is what I'm currrently using:
graphics card: geforce 9800gtx
nvidia package version: 270.41.19
NV control: 1.26
This behaviour has always been there though, it's persisted through many nvidia, x and whatnot versions over the past couple years.

Why is nvidia-utils not just letting me set my desired clock rates and why does it randomly accept only lower clock rates?
