Umm, self explanatory really.
I've been using the Win TV Nova-T card for years, first in my old PC running Slackware, then on this new one running Arch with my previous motherboard (some older ASRock). Ever since I upgraded to Gigabyte GA-880GA-UD3H a couple of months ago, the systems wouldn't shutdown. It goes through the shutdown scripts, gets to POWER OFF, HDD 'clicks' and... that's it. I have to press the power button to shut it down completely.
Now since I was clueless about the cause, and my PC is running 24/7 anyway, I never really got down to fixing it, but yesterday I did a shut down but didn't press power button immediately:

The cx88 pointed me to the TV card and removing it does in fact 'fix' the problem.
Is that a compatibility issue, or maybe I need to adjust something in BIOS (I had a look, but nothing immediate comes to my mind) ?
