I upgraded to 4.7 yesterday to find that Kwin compositing wouldn't work and that it would crash if I tried to enable it (without restarting Kwin). Everything worked fine with the 4.6.95 beta. Anyone else with a similar problem?

OpenGL compositing (the default) has crashed KWin in the past.
This was most likely due to a driver bug.
If you think that you have meanwhile upgraded to a stable driver,
you can reset this protection but be aware that this might result in an immediate crash!
Alternatively, you might want to use the XRender backend instead.
Xrender works, but performs terribly on Nvidia.

Which version of kdebase-workspace you have? I guess you have [kde-unstable] enabled, in it the -3 version which is compiled to OpenGL ES, which don't work OOTB with the proprietary driver. Downgrade to -2 in [extra] can help.

Try to log in with a different account or fresh ~/.kde4 folder. This is usually a good step to take to make sure it's not a configuration problem.

I created a new users it does the same thing. kwin seg fault

I found that this is still open. This is no longer a problem for me (all new hardware).
