/dev/video0 busy

I am using fswebcam to take pictures from the built webcam on my HP mini. First time I run the command, it works. Second time, I get device busy. Third time, works fine... etc. My normal user is in the video group. I get a similar problem as root, but not as often, no real pattern. fuser /dev/vide0 does not reveal anything.

Did you try lsof as well?

lsof show nothing relevant that I can see.
