Question about rfkill

What decides what devices pop up when querying rfkill? I've got some double entries for my wireless LAN and one of them defaults to soft blocking. This obviously prevents me from connecting to any access points until I unblock it, which adds another step to my wireless connections.

Things started going south when I upgraded my Asus 901 eeepc to kernel 3.0, so I moved from the staging driver (rt2860sta) to the standard driver (rt2800) but I've had pretty much nothing but headaches since.

rfkill startup config file is /etc/conf.d/rfkill
I prefer wlan blocked till i need and switch it on via fn key

Hrm, it's set to have everything unblocked on setup. It looks like if there are some issues connecting to a network (via netcfg), it'll add said duplicate to my rfkill list and soft block it.
