what file tells thunar which partitions can be mounted by users

How does thunar know which users are allowed to mount various partitions?  My user can mount any of them; another user can only mount a few and I don't understand how to setup permissions.  Note that both users are in the 'storage' group.

As far as I know, thunar mounts partitions depending on dbus, consolekit and udisk. I have yet to dive into the matter though. Some people say they can mount everything without consolekit, others (like me) need ck- or special rules to mount those things. Uhm *scratch* now I'm curious too.
